Fire Calls Volume on scanner

Why is the volume of the Fire calls so freakin loud compared to the other emergency calls. It nearly gives me a heart attack every time after listening to the other calls! Can the volumes be equalized somehow?

It was already set at -3 volume offset so unfortunately there is not much I can do.

I bumped EMS up to match LFD levels. Can anyone tell me which sounds low or high compared to all the rest.
