The 2011 Forest City tax freeze was formally approved Monday night, with London city council unanimously approving a budget that holds property taxes at 2010 levels.

The freeze, part of Mayor Joe Fontana’s key campaign promise, required final approval after politicians, working with bureaucrats, had found $12.4 million in cuts and savings since December.
