If I have it right, normal refers to the normal wait time that one would expect in the ER. "Time" is time consideration, so that hospital would take critical cases, but you would be better off going to a different hospital. If I do have it wrong, someone please let me know, but that is my understanding of it.

hi it was a hit a run a 33 year old male got hit and was forund dead on the road with his busted up red bike watch the news at six
